Ok, here we go. The red marked fuzes were to be used with guns with higher gas pressures than the 37mm. Means the red ones were used from 50mm and higher.
    Difference:
The wall thickness between the tracer cavity and the cavity holding the mechanical parts was increased to withstand higher gas pressures.
Red marked fuzes are 1mm longer than the white ones. Means the said wall thickness is supposedly 1mm thicker.

so is it possible that the small steel rings where used on non-red fuzes to compensate the different length?

    This could make sense.

BTW: When 37mm ammo was disassembled for inspection or refurbishment only "red" fuzes were installed again. "White" fuzes were then scrapped.

The conclusion here could be that no "white" fuzes were made after Feb. 1944. Has anybody observed the lot numbers on these fuzes and compared "white" vs. "red"??

Bob it is a doc from Feb. 1944 without particular ID of the composing entity.
It looks like an order to ammo depots.
