I think initially it was a mortar shell. Threaded lug in the bottom part of body had a one destination - installation of details: the tail and obturator (ring) only. For grenade this detail isn't necessary.
After it became clear that the mortar shell isn't effective, it began to use as a hand grenade. As in a case and with other similar Finnish hand grenades.

Well,Finnish wartime army manual says this:

47 Krh/41 (47 mm mortar model 1941)
...These mortars had their own special 650-gram weighting mortar shell resembling Finnish M/41 egg hand grenade and used normal 7.62 mm x 54R rifle cartridge as their propellant charge...Early on these mortar shells were equipped with fuse of Finnish M/32 egg hand grenade, which was set off by impact and detonated after 5.5-second delay. Later on they were equipped with specially made fuses, which provided 7.5 - 8 second delay.

1. Sorry no manual for the launcher itself.It was very rare launcher type and not very efective.So army did not use them after war as they did for most of the other mortars.
2. It used cartridge only.There was pressure valve in the launcher tube that was adjustable to change amount of gasses that pushed grenade(distance adjustment).
